በሀገራችን የግብርናውን ዘርፍ ለማዘመንና የፋይናንስ ተደራሽነትን ለማስፋፋት በማለም፤ ቡና ባንክ እና የኢትዮጵያ ግብርና ትራንስፎርሜሽን ኢንስቲትዩት (ATI) ሐምሌ 8 ቀን 2018 ዓ.ም. (July 15, 2026) የአጋርነት ስምምነት ሰነድ (MoU) ተፈራርመዋል። ይህ ስምምነት በኢትዮጵያ የግብርና ትራንስፎርሜሽንን፣ የህብረት ሥራ ማህበራትን ልማት እና ሁሉን አቀፍ የግብርና ፋይናንስን ለመደገፍ የሚያስችል የተቀናጀ ስትራቴጂካዊ ማዕቀፍ ይፈጥራል ተብሎ ታምኖበታል።
ይህ ስትራቴጂካዊ አጋርነት ዲጂታል የባንክ አገልግሎቶችን ከግብርና ሥራዎች ጋር በማቀናጀት በገጠሩ የሀገሪቱ ክፍሎች ያለውን የፋይናንስ ክፍተት በዋነኝነት ለመሙላት ያለመ ነው። ስምምነቱ በአምስት ዋና ዋና ምሰሶዎች ላይ የተዋቀረ ሲሆን፤ እነሱም የግብርና እና የህብረት ሥራ ማህበራት ልማት፣ የግብርና ስራ ፈጠራ (Agri-Entrepreneurship)፣ የእሴት ሰንሰለት ፋይናንስ፣ ዲጂታል ግብርና እና ተቋማዊ የባንክ አገልግሎቶችን ያጠቃልላል።
በፊርማ ሥነ-ሥርዓቱ ላይ የቡና ባንክ ዋና ሥራ አስፈፃሚ አቶ ሙሉጌታ ዓለማየሁ ስምምነቱ ከባንኩ ዘላቂ ግብ ጋር ያለውን ፍፁም መጣጣም ሲያብራሩ፡-“በእሴት ላይ የተመሰረተ አጋርነት እና ዘላቂ እድገትን ማረጋገጥ ከባንካችን ስትራቴጂካዊ ምሰሶዎች መካከል ዋና ዋናዎቹ ናቸው። በመሆኑም ይህ አጋርነት ዘላቂ እድገት እና ማህበረሰባዊ ተፅዕኖ ለመፍጠር ሰፊ ዕድል ያለውን የህብረተሰብ ክፍል ለመድረስ ስትራቴጂካዊ ባህሪ ያለው ስምምነት ነው”* ብለዋል።
ይህ ለማህበረሰቡ ዕድገት በአጋርነት የመቆም ቁርጠኝነት በተግባር በመተርጎም ረገድ፣ ስምምነቱ አማራጭ የባንክ አገልግሎቶችን እና ልዩ የዲጂታል ብድር ምርቶችን ተደራሽ የማድረግ ኃላፊነትን አስቀምጧል። በዚህም ባንኩ እንደ “አቦል ዲጂታል ፋይናንሻል ሰርቪስ” (Abol DFS) ያሉ የራሱን የቴክኖሎጂ መድረኮች በመጠቀም፤ በክላስተር ለተደራጁ አርሶ አደሮች፣ ለግብርና ሜካናይዜሽን አገልግሎት ሰጪዎች እንዲሁም ለወጣቶችና ሴት ስራ ፈጣሪዎች ተስማሚ የሆኑ የፋይናንስ መፍትሄዎችን ያቀርባል።
የኢትዮጵያ ግብርና ትራንስፎርሜሽን ኢንስቲትዩት (ATI) ዋና ዳይሬክተር ዶ/ር ማንደፍሮ ንጉሴ በበኩላቸው፤ ይህ ትብብር አዳዲስ ግብርና-ነክ ስራ ፈጣሪዎች በተለይም የብድር ዋስትና (ኮላተራል) ማቅረብ የማይችሉ ወጣቶች የሚያጋጥሟቸውን ተግዳሮቶች ለመቅረፍ ያለውን ሚና ሲጠቅሱ፡-“ይህ ስምምነት ብድር ለመውሰድ ዋስትና ማቅረብ ለማይችሉ እና የገንዘብ ድጋፍ ለሚያስፈልጋቸው በርካታ ወጣት አርሶ አደሮች በኩል ያለውን የፋይናንስ ክፍተት፣ ሊፈጠር ከሚችለው የብድር ስጋት ጋር በማመጣጠን ለመሙላት ትልቅ ዕድል የሚፈጥር ነው፤ ይህም በአንጻሩ ለባንኩም ሆነ ለሀገሪቱ ትልቅ አስተዋፅዖ ይኖረዋል” ብለዋል።
ያለዋስትና ከሚሰጥ ብድር ጋር ተያይዞ የሚመጣውን ስጋት ለመቀነስ እንዲረዳ፣ የግብርና ትራንስፎርሜሽን ኢንስቲትዩት (ATI) ወሳኝ የሆኑ የግብርና መረጃዎችን፣ የንግድ እቅድ ድጋፎችን እና የራሱን የተደራጀ የአርሶ አደሮች መረጃ ቋት (Farmer Profiling System) ከባንኩ ጋር ያገናኛል። ይህ የመረጃ ልውውጥ ሥርዓት ቡና ባንክ በሰው ሰራሽ ኢንተለጀንስ (AI) ላይ የተመሰረቱ የብድር መመዘኛ መተግበሪያዎችን እና የጋራ ዋስትና (co-guarantee) የፋይናንስ ሞዴሎችን በመጠቀም ከዚህ ቀደም የባንክ አገልግሎት ባልደረሰባቸው የማህበረሰብ ክፍሎች ዘንድ ፈጣንና ቀልጣፋ የብድር አቅርቦት እንዲኖር ያስችላል።
ይህ ስምምነት ከተጠቀሰው አብይ የትብብር ማዕቀፍ ባሻገር በሁለቱ ተቋማት መካከል ያለውን ግንኙነት ይበልጥ የሚያጠናክር ሲሆን፤ በዚህም ቡና ባንክ ለኢንስቲትዩቱ እና ለሰራተኞቹ አጠቃላይ የባንክ አገልግሎቶችን ማቅረብን ያካትታል።
የመግባቢያ ሰነዱ ዛሬ በይፋ መፈረሙን ተከትሎ፤ ሁለቱም ተቋማት የተነደፉትን ስትራቴጂካዊ ምሰሶዎች ወደ ተግባር ለመለወጥና በኢትዮጵያ የግብርና ምህዳር ውስጥ ዘላቂ የኢኮኖሚ አቅምን ለመገንባት የበኩላቸውን ለማበርከት በጋራ መስራት ይጀምራሉ።

The agreement establishes a comprehensive and unified framework to support agricultural transformation, cooperative development, and inclusive agri-finance across the nation.
The strategic partnership directly targets critical gaps in rural finance by integrating digital banking solutions with agricultural operations. Structured around five core pillars, the collaboration encompasses agriculture and cooperative sector transformation, agri-entrepreneurship, value chain financing, digital agriculture, and institutional banking services.
During the signing ceremony, CEO of Bunna Bank, Ato Mulugeta Alemayehu emphasized how the agreement aligns perfectly with the bank’s overarching objectives. “Value-based partnership and sustainable growth are among our bank’s strategic pillars,” he stated. “Therefore, this partnership is strategic in its nature to reach out to the masses where there is an opportunity for sustainable growth and community impact.”
This commitment to community impact is practically operationalized through the MoU’s mandate to deploy alternative banking channels and specialized digital loan products.

To actively mitigate the risks associated with uncollateralized lending, the ATI will supply crucial agronomic data, business planning support, and integration with its granular Farmer Profiling System. This data-sharing framework will empower Bunna Bank to utilize AI-based credit scoring tools and co-guarantee financing models, ensuring accurate and efficient loan approvals for underserved client segments.
Beyond this, the agreement also strengthens the institutional relationship between the two entities, with Bunna Bank set to provide comprehensive banking services and dedicated relationship management for the ATI and its staff.
With the official execution of the MoU today, both institutions will immediately move to operationalize the strategic pillars through jointly developed implementation frameworks, setting the stage for sustainable economic empowerment within Ethiopia’s agricultural landscape.
